Within PvP, here are what all the bows are used for:
Recurve Bow - Your general purpose bow. This bow's average attributes (fastest flight time, average refire, average range) make this the best, all-purpose bow to use.
Long Bow - Your long distance bow. Use the longbow sparingly. Use this bow when you wish to interrupt slow casting skills outside of your aggro range. A lot of times, people activate their long casting, long lasting skills, like dervish forms or spirits, right outside of aggro range before the battle starts. Use the long bow to get the upper hand at the beginning of a battle this way. Also, when skirmishing, or if you are fighting uphill, and you need to land a crip-shot on a vital, fleeing target, you could switch to your longbow and try to nail him with it.
Short Bow - Your short distance, mobile bow. The beauty behind the short bow is that it has an increased firing rate. This IAS allows you to be stationary less and in turn allows you to be more mobile. So if a Warrior is charging you, switch to your short bow and hit him with a crip shot then use the mobility of the bow to maneuver around him easier. Obviously if a target is fleeing from the situation, you would want to switch to your recurve bow since the short bow has a worse firing arc than the recurve bow.
Flat Bow - The base ganker bow. Due to its increased firing rate and its range, this bow is best used to take out stationary targets that are in the opposing team's base/shrine. Obviously, since it has the most terrible firing arc of all the bows, you should avoid using the flatbow in the field.
Horn Bow - Only used in Ranger Spike builds.
